Milestone Advance DocDesign to working draft

DocDesign, based on the original long version proposal, needs to be expanded to the point where development can use it as a reference. DocDesign will however continue to evolve.

This was originally an early priority, but now seems better left until more initial development work is done, guided by the examples in DocUserGuide.
